Our greatest cost of road closure orders used to be paying to place them in the Public Notices pages. I consulted one of our legal team who rationalised that no-one would look in Publc Notices to check every road down whch they might drive in the month ahead!
We decided therefore that we would stop the practice of paid advertising.
In its place we created an electronic road closure request form, to be distributed, when completed by the organiser, to all of the consultees (emergency services, ward councillors, highways, water company, bus companies etc) by e-mail, asking for comments. The order is signed and sealed, scanned and e-mailed out to the organiser. All of the above can be done using paper copies if an organiser doesn't have e-mail, but that is now very rare.
Our local newspaper then publishes a list of all remembrance services taking place throughout the city (usually about eleven) as an editorial piece, which is much more widely read than the public notices page.
The system has been in place for around six years and works well.
I hope it can be more widely rolled out as the only cost is some admin time for processing - not more than 15 minutes for each one. This cost is absorbed so there is no cost to the Legion Branch applying for the closure.
