Adoption Ceremony invitation

Our Mayor has been invited to attend an adoption celebration (in lieu of the judge who would usually
attend to sign the adoption certificate -cancelled due to covid rules)
Would this an acceptable engagement - thinking along the lines of community cohesion/engagement perhaps?
Our Mayor would accept to attend a celebration for a resident who had reached the age of 100 .
